Efficient?

I've just been reading a gambling update which tells me that an enforcement note released by the Spanish authorities over the summer stated that as a result of the regulator's actions, 55 out of 80 potentially illegal gambling sites with the highest relevance in the Spanish market either have shut down or don't accept Spanish customers any more - an effectiveness rate of 69%. It goes on to say that a similar percentage applies to the illegal market. So, let's just get this straight: 69% of the most relevant sites have been warned off, and around two thirds of illegal ones have been blocked (presumably). Given that most websites measure the effectiveness of their IT systems by the number of decimal-place 9s after 99% they have achieved uptime for; and that rail and tube lines - hardly paragons of success when it comes to efficiency and punctuality - very rarely (ever?) fall below a 90% success rate, less than 70% is surely a pretty piss poor performance, no? Would any other initiative accept such a low rate of effectiveness?
